This study was to analyze the Pedagogical Competency Development Strategy for PAI Cluster Teachers in MTs. Mu'allimin Islamiyah, Musi Banyuasin Regency, includes strategies developing pedagogic competence and what factors influence it.The type of qualitative research is inform principal, teacher family. The method collecting data an interviews, observation, documentation. Non-statistical analysis techniques with descriptive as presentation are collection, reduction, display, verification, triangulation.The results this indicate development cluster teachers Islamiyah Regency on aspect 1). Understanding, mastering students, dialogical communication between recognizing stages individual differences both morally, intellectually potential students. 2). By theories principles, learning, develop varied teaching motivate students reciprocal responses stimuli. 3). In curriculum development, can formulate, compile, organize, design learning planning programs, use media models by utilizing information technology media. 4). student direct take part extracurricular activities, OSIS. Amtrak, arts culture, social services aim activity creativity, thinking skills, identifying interests talents facilitate academic non-academic potential. 5). educational have been able pay attention level needs, environment, opportunity, intellectuality, spirituality, psychological emotional applying skills.
